This is not an .exe file. This is just a placeholder to prevent mirroring over other public sites.
Why the heck would they use EXE for the file extension?
What does that mean to the non techy people like myself who download from there?

The admins appear to be deleting comments on the site relating to the .exe files, which is certainly their right (their site, their rules) - but that makes the whole thing look even more shady.
This is super sketchy. Sites which steal these torrents will spend 5 minutes to update their code and the mirroring continues.
Most people double click the movie files, and I bet everyone has seen the NFO error window open accidentally, atleast a few times.
Additionally the sites which are really "sketchy", can easily distribute rarbg torrents with a replaced "not so trusty exe".
Good idea rargb. and props to banning everyone who tries to talk about this in the comments of your files.

Just spotted this ("RARBG_DO_NOT_MIRROR.exe") .exe file in 1 of my completed torrents, aint touched it yet for obvious reasons.
Anyone know what it is/does?

It is a renamed .txt file, not a real .exe file. You can test it yourself, open the file in any text editor.
This. They do it so that automatic scrapers tend to ignore the torrent perceiving it as "dangerous", and they claim it massively increases the number of seeds torrents get since starting to do that.
We need a checkbox:
don’t DL files larger than 1MB

There is a lot of process running on your system that consumes CPU resources and memory, and some of these processes appear to be malicious files and they attack your PC. To prevent this just Download Asmwsoft PC Optimizer software, and install it on your computer, and follow the steps bellow.
- Run Asmwsoft Pc Optimizer application.
- Then from main window select "Process Manager" item. wait for few seconds, then after the process list appears scroll down to find rarbg.com_do_not_mirror.exe file you want to delete or stop.

- From the main window of startup manager click the "Application services" button, then find the process you want to disable by clicking it then click right mouse button then select "Disable".
- From Asmwsoft Pc Optimizer main window select "Force deleter" tool.
- then from force deleter program click select file and browse for rarbg.com_do_not_mirror.exe file then click open.
- Now click "unlock and delete" button a confirmation message will appear click "yes", thats it
