silent assassin and carry stacker is cheating or not?
Last week I saw a mod that blocked lobby's with Hacks, and on the list of these hacks was Pirate perfection among other hacks, but in the middle were the mods carry stacker and silent assassin. I saw a lot of people using silent assassin and carry stacker and I always used until I saw this mod blocking lobby with hack and I decided to take them out of my mods, but I was wondering if it's cheating or not?

Carrying out a lot of bags one by one is part of the game and makes stealth missions a bit more difficult and challenging. If it's something like Overdrill or going through the same area with absolutely no difference in security/difficulty level, then I partially justify it.

its funny how very few ppl are aware of all sorts of means & schemes to circumvent all kinds of stuff in the game, but ovk felt the need to single out 2 paticular mods which were/are just redone/revamped/reworked lua of the same old hax from back in the day.
its funny how very few people, ovk included it seems (jk), have any idea just how much you can change the game with just a few nameless mods/files.
silent assassin & carry stacker pale in comparrison.
but, since the game was "new" back then and was still being heavily updated/developed, ovk had to be seen clamping down on SA & CS which fundamentally changes the whole dynamics of the game.
i say play as you want to play. its not like youre going to be using a certain set of mods 24/7.
change up your style, change up your game. at this point in time, theres so many mods & tweaks to download or work on, pd2 is now almost a sandbox.
so have fun. just dont go crazy online.

And in Death Sentence cops do heavy damage, so you'll just install a godmode cheat?

Use it in your own private solo lobby or with the consent of other players who willingly and sincerely acknowledge the fact that they're playing with someone who uses very questionable mods such as Silent Assassin and Carry Stacker. Note: SA is deemed a cheat by Overkill and most of the community. I don't advise using it.
TL;DR: Don't ruin the fun for other players.

harvest & trustee bank stealth death sentence one down difficulty is the same as harvest & trustee bank stealth normal difficulty.
(once you know how to stealth without breaking/shooting cameras)

I recommend you not to use it. Its seen as cheaty for most of the community, and it really is when you think of it. ( Being able to carry unlimited bags, even if you try to balance it a bit with the options, is still too much of an unfair advantage )

The mod doesn't tag you as a cheater. The only things that make you get the tag are unlocking DLCs for free, unlocking any other paid item for free, and spawning too many deployables, bags or be whatever. Its still somewhat cheaty though.
Though, there are some good mods that make the gameplay better, sich as any different HUD that you like, custom soundtrack managers, some fixes, quality of life things, lobby filters and info, etc.

What can you do with it?
Well.. You can. Carry multiple bags at once.
Is it restricted to anything?
Yes! Let me fetch you the information from within the mod.
I want to go full nuts with this. Can I carry an infinite amount of bags somehow?
Yes.
Just set the weight of the desired type to 0 and you're good to go :)
Does this work in Multiplayer?
Yes, in a restricted way.
If the host has the mod, he can use it fine.
Vanilla clients won't be affected.
Clients that have the mod can then use it.
If a client has the mod, and the host does NOT have it, the client won't be able to use it.
When I'm hosting a game, do clients get notified that I am using the mod?
Yes, they do get notified about that.
It's the same implementation as in Keepers or Moveable Intimidated Cops, for example.
