I don't believe Paradox read crash reports of modded games, as usually it's the mod's fault.

However, I believe I've heard of this one you're talking about. Is it where
1. A few mods always crash on startup when calculating naval distance for certain people
2. These mods play on other machines just fine, and these people can play other major overhaul mods just fine
3. The crash seems to correlate with low GPU specs, but there's not much difference in texture quality for crashing mods and non-crashing mods

Unlikely. It seems that End of a New Beginning also suffers from the same issue CK2 Cultures Reborn, a CK3 mod (OUTDATED)

Looks like it, yes.
I just downloaded it from Steam and it did NOT CDT for me with all DLC and no other mods.
I agree with you about that color scheme, but it doesn't seem like my cup of tea at all, so like so many others I'll be un-subscribing.
I do wonder about who/why it was DMCA'd and will watch for that on Steam.

i will post here what i do when i succesfully launch it
and i agree colours are sooo strange

hope twr and darkest hour mod don't suffer same problems when release
perssonnaly i prefer the TWR mod timeline as more interesting (WW3 with 3 majors)

You can try setting launch option to -opengl4 or -opengl .
If you don't know how to set launch options, see this.

It might have to do with Paradox not handling certain DirectX errors that would only happen to a very specific hardware + textures combinations correctly or that DirectX wasn't implemented correctly for certain hardware and would fail if it encounters certain input
