While keys for the silver safes won't be as sought after, golden safe keys are much more important and special in Yakuza: Like a Dragon. This is due to players receiving a skeleton key for all of the silver safes after Chapter Three of the story. Whereas the golden safes will not receive that option.
There are three main steps included in the process of retrieving the golden safe keys. The first is to unlock the Foreman job from Kasuga. The second is to find the black market merchants. Last, if the player is completely broke, they can repeatedly meet with the man hiding in Korea town.

Where and How to Find Golden Safe Keys in Yakuza: Like a Dragon
1. Unlock the Foreman Job
Much like other jobs that the player can get in this game, there are requirements. For the Foreman, in particular, players will need to get Kasuga to level three in his Charisma. Once that is done, he can find Ririka at Hello Work in the Commercial District of Yokohama. Simply talk to Ririka to switch to the Foreman job in the job swap tab. Once unlocked, Kasuga can switch back to the job type that the player likes to have him on. After Kasuga has the Foreman job, he'll be able to go to specific locations and demolish them. Demolishing these areas will gain him access to hidden areas. Luckily, this does not change depending on what job role he is currently set to.
2. Find Blackmarket Merchants
Two Blackmarket merchants sell golden keys in Yokohama, however, they can be tricky to find. The first is in the Commercial District of Yokohama. They are hidden beyond the abandoned boarded up building near Hamako's restaurant where the bars are located. To find this location, players can use the spawn point of the Can Quest or go to Ichiban Confections. From either of these locations, the player can head southwest down the empty street and look for the boarded building with the red awning. Once found, demolish the building to reach the hidden Blackmarket shop, run by a little old lady. She sells accessories that increase the player's experience points earned, items that help the player cheat when gambling, and finally Gold Safe Keys. The Gold Safe keys are always sold for 10,000 yen each.
The second location players can head is to the boarded-up shop near the Zhou Long weapon shop. In the alley above the weapon shop, should be another set of stairs. Head up them and the caution taped door will be on the right side. Demolish the door to find a man wearing a bucket hat. He sells Gold Safe keys as well. There is a third Blackmarket seller but he doesn't offer Gold Safe keys in his stock.
3. Track Down a Free Key
Desperate times call for desperate measures. In this situation, the player can look in Korea town for the man in the mask. This can only be done after the player has completed Chapter Six of the story, however. He stays near the giant building that Citron Mahjong and Professor Sujimon live in. On the west side of the building, on the second level players can find him sitting on the floor. Players will need to talk to him at least 50 times, this will finally earn the player a thank you for their interest, and he'll give them a free Golden Key.
